DUTIES OF CENTRAL OFFICE-BEARERS

1. PRESIDENT: The President shall be the constitutional head of the Confederation and his advice and guidance shall be taken in all matters. He shall preside over all the meetings of the Confederation. The President shall have powers to call emergency meetings of the Executive Committee or Working Committee.

2. VICE-PRESIDENTS: The Vice-Presidents shall assist the President in the discharge of his duties. In the absence of the President, the seniormost Vice-President shall act as the President.

3. GENERAL SECRETARY: The General Secretary shall be the executive head of the Confederation and shall perform all such functions as are necessary for achieving the objects of the Confederation. He shall conduct all correspondence, convene all meetings, maintain the connected records and generally exercise control over affairs of the Confederation. He shall prepare a report on the working of the Confederation and submit the same to the General Council at its Triennial Meeting after obtaining approval of the Executive Committee. The General Secretary shall be responsible for submitting the statements and returns as required under the Trade Unions Act or any other legislation.

4. JOINT GENERAL SECRETARIES:

  • Each Joint General Secretary shall be assigned specific functions like publicity and public relations, training etc., or control direction, co-ordination and supervision of one or more Sectoral Federations, Affiliates, State Units. Joint General Secretaries to whom charge of a Sectoral Federation is entrusted, shall be ex-official President of such Federation. In the event of General Secretary not being available for organizational work for long duration, the Executive Committee shall appoint one of the Joint General Secretaries, to act in place of the General Secretary.
  • Deputy General Secretaries: The Deputy General Secretaries shall be in-charge of one or more affiliates and shall make periodical reports to the General Secretary on the state of organisation in their respective area of operation. They shall take all steps to promote and secure the interests and image of the Confederation.

5. ASSISTANT GENERAL SECRETARIES:

  • a. Each Asst.General Secretary shall be in charge of one or more State Units. He shall liaise with the respective State/Zonal/Regional Units of the affiliates and help in bringing about coordination in their State Level activities. He shall seek advice and assistance from the Headquarters/Central Office of the affiliates and in internal organizational matters of the affiliates, be guided by the advice of the affiliate concerned and in emergency situation by the advice or direction of the General Secretary.
  • SECRETARIES: The Secretaries shall assist the General Secretary in secretarial work in all his duties and shall perform any specific or general function assigned to them by the Executive Committee.

6. TREASURER:

The Treasurer shall be responsible for collection of subscription and fees, the maintenance of the Accounts, Audit and for representation of statements to the General Council. He shall have custody and be responsible for all properties of the Confederation.

7. OFFICE-BEARERS OF THE STATE COMMITTEE:

  •  PRESIDENT: The President of State Committee shall preside over the meetings of the State Committee and give direction to the affairs and business of the Committee.
  • VICE-PRESIDENT: The Vice-President shall assist the President in the performance of his functions and shall act for him/her whenever he is away.
    • I. SECRETARY: Secretary of the State Committee shall convene periodical meetings of the Committee, maintain liaison with the Central Office of the Confederation, establish an effective communication system with general membership within the State and take all steps to promote the image of the Confederation in his area.
    • II. DEPUTY SECRETARIES: Dy.Secretaries shall generally assist the Secretary and shall perform such other duties as may be assigned by the State Committee.
    • III. ORGANISING SECRETARIES: The Organising Secretaries shall visit branches and offices of the Banks within the State and assist the units of the Affiliates in various Banks and activities in improving the organizational position and widening the membership coverage of the Confederation. They shall maintain liaison with the office-bearers of the District Council and render all assistance to the District Committees. They shall perform such other functions as may be entrusted to them by the State Committees.
    • IV. ASSISTANT SECRETARIES: Each Assistant Secretary will be in-charge of a district unit. He shall look after the interests and organizational position of the Confederation within the district. He shall act within the guidelines of the State Committee and report to the Secretary.
  • TREASURER: Treasurer of State Committee shall have the custody of funds of the State Council and shall look after maintenance of accounts.
  • ASSISTANT TREASURER:The Assistant Treasurer shall assist the Treasurer in all his functions and shall perform such other duties as may be assigned to him by the Secretary or the President.

8. DUTIES OF OFFICE-BEARERS OF THE DISTRICT COMMITTEE:

  • PRESIDENT:The President of the District Council shall preside over all the meetings of the Committee and give direction to the affairs and business of the Council.
  • VICE-PRESIDENT:The Vice-Presidents shall assist the President in the discharge of his duties. In the absence of the President, the seniormost Vice-President shall act as the President.
  • SECRETARY:Secretary of the District Committee shall convene periodical meetings of the Committee, maintain liaison with the State Office of the Confederation, establish an effective communication system with general membership within the district and take all steps to promote the image of the Confederation in his area.
  • ASSISTANT SECRETARIES:Asst. Secretaries shall assist the Secretary in performance of his functions. They shall also perform any specific duty as may be assigned by the District Committee.
  • TREASURER:Treasurer of Dist.Committee shall have the custody of funds of the Dist.Council and shall look after maintenance of accounts
  • ASSISTANT TREASURER:The Assistant treasurer shall assist the Treasurer in all his functions and shall perform such other duties as may be assigned to him by the Secretary or the President.

9. DUTIES OF OFFICE BEARERS OF CITY/TOWN COMMITTEE AS FOLLOWS

  • President: The President of the City/town council shall preside over all the meetings of the committee and give directions to the affairs of the council
  • Vice-President: The Vice Presidents shall assist the president in the discharge of his duties. In the absence of the president the senior most Vice-President shall act as the president.
  • Secretary: Secretary of the City/Town committee shall convene periodical meetings of the committee, maintain liaison with the state office of the confederation, establish an effective communication system with general membership within the district, city/town and take all steps to promote the image of the Confederation in their area.
  • Assistant Secretaries” Asst. Secretaries shall assist the secretary in performance of his/her functions. They shall also perform any specific duty as may be assigned by the City/Town committee.
  • Treasures: Treasurer of City/Town committee shall have custody of funds of the City/Town council and shall look after maintenance of accounts.
  • Assistant Treasurer: The Assistant Treasurer shall assist the Treasurer in all his/her functions and shall perform such other duties as may be assigned to him by the secretary or the president.
