GENERAL COUNCIL

1. LEADERSHIP : AIBOC shall be led by serving officers only. Without prejudice to this basic approach, Ex-office-Bearers / Honorary Members may be honored associating them with the Advisory Board constituted by the Executive Committee depending upon the requirements from time to time.The members of the Advisory Board may be invited as “Permanent Invitees” for Executive Committee of such number as decided by Executive Committee from time to time. Such number of Honorary Members inclusive of members nominated to the Advisory Board should be within the number specified in clause 3.4 (b) of the Constitution of AIBOC.

  • On admission and thereafter once in every three years, in the month of January, each affiliate shall be required to nominate members, to form the General Council of the Confederation, on the basis of one member for every 200 primary members of the Affiliate subject to minimum of 2 and maximum of 100, so however, that in the case of Affiliates which represent Officers of more than one Bank,the maximum may be raised to provide for proportionate representation of the Officers of each bank but subject to the condition that nominees from any one Bank shall not exceed 100. Such nominations shall be on Form V.
  • Associate members shall nominate two members.
  • The members so nominated to the General Council shall hold office during the pleasure of the Affiliate and the Affiliate shall have the right to recall a member and substitute another in his place, by notice on Form VI to the Confederation. Such notice shall be signed by the President and General Secretary of the Affiliate.
  • Notwithstanding anything contained in clause 5.1(a), if the member of the General Council recalled or substituted by the Affiliate/Associate Member, happens to be an office-bearer of the Confederation, such recalling or substitution shall take effect only after the Executive Committee of the Confederation has met and made alternative arrangement for taking charge from such office-bearer, so however that if the Executive Committee fails to make such arrangement within a period of 3 months from the date of receipt of notice on Form-VI, the recall and/or substitution, shall take effect at the end of the period of 3 months and the office-bearer shall be deemed to have vacated his post;
  • If before the expiry of the period of 3 months, after a notice on Form-VI is received from an Affiliate/Associate Member, an ordinary or special meeting of the General Council is held, the member recalled or substituted shall be permitted to attend such meeting but shall not be entitled to vote on any motion before the house or to participate in the election;
  • The General Council shall be the supreme body of the Confederation and shall have powers to take all decisions relating to policy matters;
  • The General Council shall consist of Hon. Members and nominees of Associate Members and Affiliates, as provided in Article 5.1(a).

2. a. STATE COUNCIL/UNION TERRITORY COUNCIL:

  • The State/Union Territory Council consist of members nominated by affiliated organizations on the basis of one for every 100 primary members of each such organization, having their place of work within the State.
  • Members of the General Council having their place of work within the jurisdiction of the State/Union Territory Unit shall be ex-office members of the State Council

2 .b. DISTRICT COUNCIL:

  • The District Council shall consist of not more than five members nominated by each affiliated organization, from amongst its primary members having their place of workwithin the District.
  • The members of the State Council having their place of work within the District shall be ex-office members of the District Council.

2 .C. CITY/TOWN COUNCIL

  • The city/town council shall consist of not more than five members nominated by each affiliated organization from amongst its primary members having their place of work within the city/Town.
  • The members of the State/District council having their place of work within the City/Town shall be Ex-Office member of the city/town council.

3 .EXECUTIVE COMMITTEE:

  • The Confederation shall endeavor to group its affiliates into homogeneous Federations namely:
    • State Sector Banks’ Officers’ Federation;
    • Private Sector Banks’ Officers’ Federation;
    • Co-operative Sector Banks’ Officers’ Federation;
    • Regional Rural Banks’ Officers’ Federation;
    • State Sector Financial Institutions’ Officers’ Federation;
    • Private Sector Financial Institutions’ Officers’ Federation Working Women’s Wing
  • The Executive Committee shall consist of following office-bearers elected by the General Council and representative(s)nominated by (a) Affiliates and (b) Associate Members as provided in clauses (c) & (d) of this Article.

OFFICE-BEARERS:

    • One President
    • Ten Vice-Presidents
    • One General Secretary
    • Ten Jt.General Secretaries
    • Twenty Dy.General Secretaries
    • One Asst.General Secretary for each unit
    • Four Secretaries
    • One Treasurer
  • The representation on the Committee (i) for State Sector Banks shall be one for each Affiliate in the sector provided that, in the case of the Affiliates representing Officers of more than one Bank, there shall be one representative from each Bank. (ii) for Private Sector Banks, Co-operative Sector Banks and Regional Rural Banks, five, two and three respectively, for all the Affiliates put together, to be selected in consultation with the respective Federation and (iii) for State Sector Financial Institutions and Private Sector Financial Institutions 7 and 3 respectively.(iv) Two from womens wing.
  • Nominations to the Executive Committee:
    • Each Associate Member shall nominate one representative on the Executive Committee of the Confederation.
    • Nominees to the Executive Committee under Articles 5.3(b) shall be elected by the Executive Committee of the respective Affiliate/Associate Member/Sectoral Federation.
  • It shall be the duty and responsibility of the Executive Committee to implement the programmes, policies and directives of the General Council and to take all such measures as may be necessary within the frame work of this constitution for strengthening the organisational and financial position of the confederation.
  • When the General Council is not in session and the Executive Committee is of the opinion that it is not feasible to convene a meeting of the General Council to decide any matter of urgent nature which should ordinarily have been referred to the General Council except the matters set out in Article 8.4(a), the Executive Committee shall have the power and discretion to take such action as may be necessary and report the same to the General Council at the earliest possible opportunity.

4 .a.WORKING COMMITTEE:

  • The Executive Committee shall constitute a Working Committee consisting of not more than 52 members, drawn from the office-bearers.

4.b ADVISORY BOARD:

  • The E.C. may constitute an `Advisory Board’ depending upon the requirements from time to time drawn from the Office-Bearers, Hon.Members etc.-as defined in 3.4(a)(i) & (ii) of the Constitution consisting of not more than 15 members with a view to utilize the benefit of their knowledge, skill and experience in Trade Union, Banking etc.

4.c The Advisory Board will meet once in 6 months as per the requirements of the Executive Committee.

5. STATE COMMITTEE:

  • The State Committee shall consist of the following office-bearers elected by the State Council from amongst its members in the manner prescribed in this Constitution.
    • President
    • Not more than 6 Vice-Presidents
    • Secretary
    • Not more than 5 Organizing Secretaries
    • Treasurer
    • Assistant Treasurer
    • One Deputy Secretary from each affiliated organization
    • One Assistant Secretary from each District Unit.

6 .a.  DISTRICT COMMITTEE:

  • The District Committee shall consist of the following office-bearers elected by the District Council from amongst its members in the manner prescribed in this Constitution.
    • President
    • Two Vice-Presidents
    • Secretary
    • Three Assistant Secretaries
    • Treasurer
    • Assistant Treasurer

6 .b.  CITY/TOWN COMMITTEE:

  • City / town Committee shall consist of the following office-bearers: elected by the City/Town/Council from amongst its members in the manner prescribed in this constitution.
    • President
    • Two Vice-Presidents
    • Secretary
    • Three Assistant Secretaries
    • Treasurer
    • Assistant Treasurer

7. ORDER OF PRECEDENCE:

  • The various bodies constituted under the provisions of the Constitution, shall have the following order of precedence, in the matter of powers and authority:
    • General Council
    • Executive Committee
    • Working Committee
    • State Council
    • State Committee
    • District Council
    • District Committee
    • City/Town Council
    • City/Town Committee
  • In the event of any conflict in the stand, action, policy or decision between any two or more of the above bodies, the decision of the body higher among them in precedence in the above order shall have the overriding effect.
